Scott Abrams joined the Office of the General Counsel as University Counsel in January 2007. Prior to joining the office, Mr. Abrams was a partner in the Real Estate and Infrastructure Practice Groups at Nossaman, Guthner, Knox & Elliott LLP in San Francisco. Mr. Abrams' primary areas of practice cover commercial transactions, energy, real estate acquisitions, dispositions, development and leasing, construction, privatized development and international operations. He is a graduate of the University of California Los Angeles (B.A. 1990) and the University of San Francisco School of Law (J.D. 1993).

Holly Ackley has served as a University Counsel in the Office of the General Counsel since 2005. Prior to joining the office, Ms. Ackley was an associate at Thelen Reid & Priest LLP in San Francisco and Los Angeles. She holds professional licenses in civil engineering and land surveying, as well as the law. Her primary areas of practice cover design and construction advice and litigation. Ms. Ackley is a graduate of Rice University, Houston, Texas (B.S. 1984); University of Alaska – Fairbanks, Alaska (M.S. 1986); and University of Southern California, Los Angeles (J.D. 1999).

James Agate has served as a University Counsel in the Office of the General Counsel since 1989. Prior to joining the office, Mr. Agate worked at McCutchen, Doyle, Brown & Enerson in San Francisco. Mr. Agate's primary areas of practice cover commercial transactions, including real estate acquisition, development and leasing, commercial lending and public finance and joint ventures. He is a graduate of Pembroke College, Oxford University (M.A. 1978) and Inns of Court School of Law (Barrister of Law 1981).

Katina Ancar became Counsel in the Office of the General Counsel in January 2009. Ms. Ancar is a member of the educational affairs group, practicing in such areas as First Amendment, legislation, Proposition 209 and Federal Communications Commission matters.

Prior to coming to the University of California, Ms. Ancar practiced civil litigation with a focus on insurance coverage at the law firm of Farella Braun + Martel. She spent several years as a Skadden Fellow and staff attorney with the National Center for Youth Law. Ms Ancar also served as a judicial law clerk to the Honorable Susan Illston of the United States District Court. She earned her undergraduate degree from Stanford University and her law degree from Harvard Law School, where she was an editor of the Harvard Law Review.

Meghan Archdeacon became Associate Counsel for UCLA Health System in September 2007. Prior to joining the University of California, Ms. Archdeacon was an Associate General Counsel at the University of Chicago Medical Center. She has also worked as Regulatory Counsel for Tenet Healthcare Corporation and as an Associate at the law firm of Latham & Watkins. Ms. Archdeacon graduated from Barnard College, Columbia University (B.A. 1991) and The University of Michigan Law School (J.D. 1996).

Ellen Auriti joined the Office of General Counsel in January of 2011. Ms. Auriti is a member of the Educational Affairs and Campus Services group, focusing on research and research compliance matters. Prior to joining the Office of General Counsel, Ms. Auriti served as the University's Executive Director of Research Policy Analysis and Coordination, directing a unit within UCOP’s Office of Research that coordinates systemwide policy development and that provides legislative, policy, and regulatory analysis and advice on external rules that affect the conduct of academic research. Prior to joining the University, she was an associate in Morrison & Foerster's San Francisco office. Ms. Auriti received her undergraduate degree from Yale University (B.A., summa cum laude, Phi Beta Kappa, 1987), and her law degree from the University of California, Berkeley (Boalt Hall) (J.D. 1993).

Eric Behrens has served as a University Counsel in the Office of the General Counsel since 1981. Prior to joining the office, Mr. Behrens worked at Landels, Ripley & Diamond in San Francisco. Mr. Behrens is co-leader of the office's litigation group; his primary areas of practice include commercial, construction, employment and estate-related litigation, and bankruptcy matters. Mr. Behrens is a graduate of Harvard University (A.B., cum laude 1970), Fuller Theological Seminary (M.Div., Highest Honors, 1974), and the University of California, Berkeley (Boalt Hall) (J.D. 1977). Mr. Behrens is a Life Member of the Fellows of the American Bar Foundation, a former President of the Alameda County Bar Association (1992), has served on the California State Bar Litigation Section Program Committee, and has chaired numerous Alameda County bar sections, including the Bankruptcy Section and the Judicial Evaluations Committee. He is co-author of "Student Loans, Chapter 13 of the Bankruptcy Code and the 1984 Bankruptcy Amendments" 13 J. Coll. at U.L. 1 (1986).

Mia Belk joined the Office of the General Counsel in 2009, and serves as Counsel in the Litigation, Labor and Employment practice group. Prior to joining the OGC, Ms. Belk was Assistant General Counsel - Labor and Employment for US Airways in Phoenix, Arizona. Prior to working at US Airways, Ms. Belk was attorney for both the United States Postal Service and the Federal Labor Relations Authority. Ms. Belk's practice focuses on a broad array of labor and employment issues including discrimination claims, wage and hour issues, labor negotiations, sexual harassment claims, training, and representing management in labor arbitrations and in federal and state administrative hearings. She earned an undergraduate degree in Business Administration from Howard University in Washington, D.C., a graduate degree in Business Administration from Georgia State University in Atlanta, Georgia and a law degree from Temple University in Philadelphia, Pennsylvania.

David Bergquist has served as a University Counsel in the Office of the General Counsel since 2002. Prior to joining the office, Mr. Bergquist was a partner at McKenna and Cuneo in San Diego. Mr. Bergquist's primary areas of practice include construction law, public contracts, and construction litigation. Mr. Bergquist is a graduate of Gustavus Adolphus College in Minnesota (B.A. 1985) and the University of Minnesota Law School (J.D. 1988).

David Birnbaum has served as a University Counsel in the University of California's Office of the General Counsel since 1983. Prior to joining the office, he served in the Civil Rights Division of the Department of Justice in Washington D.C., and worked in Los Angeles with the law firm of Gibson, Dunn & Crutcher. Mr. Birnbaum leads the office's educational affairs group and practices in such areas as academic and staff personnel matters (including grievances, discipline and termination), student discipline, and First Amendment and due process issues. Mr. Birnbaum is a graduate of the University of California, Santa Cruz (A.B. 1972) and the University of California, Berkeley (Boalt Hall) (J.D. 1976).

Jeff Blair joined the Lawrence Berkeley National Laboratory as its Chief Counsel in May of 2010. Prior to joining the Lab, Mr. Blair was employed in the Office of the General Counsel for the Regents of the University of California where he was Deputy General Counsel, Litigation, Labor, Employment and Benefits and National Laboratory Affairs. Mr. Blair joined the UC Office of the General Counsel in 1989 as a litigation attorney, where he litigated numerous cases on behalf of the University in state and federal trial and appellate courts, many of which resulted in published opinions. As Manager of Litigation from 2002 through 2006, Mr. Blair oversaw the University's general litigation program, a portfolio involving constitutional, tort, medical malpractice, civil rights, labor and employment and other higher education areas. In 2006, Mr. Blair served as the Acting General Counsel between the retirement of the former General Counsel and appointment of the current General Counsel. From 2006-2011, Mr. Blair was an officer of the LLC entities operating the Los Alamos and Livermore National Laboratories, serving as Company Secretary. Mr. Blair began his career in the San Francisco Law Firm of Lillick, McHose & Charles (now Nixon Peabody). He is a graduate of the University of California Berkeley (English) and the class of 1983 at University of San Francisco School of Law, where he was the Executive Editor of the Law Review.

L. Amy Blum is Campus Counsel for the University of California, Los Angeles. In that capacity she advises the Administration on a broad range of issues including, employment disputes, student and faculty misconduct, discrimination, intellectual property, business affairs, electronic communications, privacy, e-discovery, among other things. Ms. Blum also serves on the UCLA Advisory Board on Privacy and Data Protection. Prior to joining The Regents of the University of California in 2004, Ms. Blum was a litigation partner in the Los Angeles office of Reed Smith, L.L.P. and was the Southern California Market Trial Practice Group Leader. Ms. Blum received a B.A. from the University of California, Santa Cruz (1983) and graduated summa cum laude with a J.D. from Santa Clara University School of Law (1988).

Jane E. Boubelik has served as Chief Counsel for the UCLA Health System since January 2008. Prior to joining the University of California, Ms. Boubelik was a partner at the law firm of McDermott, Will & Emery LLP, and was a member of the Firm's Health Law Department for fifteen years. Ms. Boubelik earned her undergraduate degree from UCLA and her law degree from McGeorge School of Law.

Marcia J. Canning joined the Office of the General Counsel in October of 1981. Prior to joining the OGC she served as a trial attorney for the National Labor Relations Board. Ms. Canning's primary areas of practice while in this position included labor relations matters from the commencement of collective bargaining, employment litigation, grievances and administrative hearings involving faculty, residents and staff, advice regarding faculty misconduct cases and Constitutional issues related to privacy rights, drug testing and free speech and advice involving violence in the workplace, disability rights and issues related to the California Information Practices Act and the Public Records Act. She became General Counsel for UC-Hastings College of the Law in 1998 and became the Chief Campus Counsel for the University of California San Francisco Campus in 2001 providing advice to both the Campus and the Medical Center.. She is a graduate of the University of Holy Names (B.A. 1970) and the UC-Hastings College of the Law (J.D. 1976).

Jennifer Chin joined the Office of General Counsel in 2012 as Counsel in the Labor and Employment practice group. Prior to joining the office, she worked for six years as a Deputy City Attorney in the Oakland City Attorney's labor and employment unit where she handled a broad range of matters for the City Council and many City departments. Prior to joining the City Attorney’s office, Ms. Chin practiced in the San Francisco office of Thelen Reid & Priest in their Labor and Employment Group handling employment litigation and advice. Ms. Chin earned her undergraduate degree from Stanford University (B.A., 1996) and her law degree from the University of Michigan Law School (J.D. 2000), where she was an editor of the Michigan Journal of Gender and Law. After law school, Ms. Chin clerked for the Honorable Martin Jenkins of the U.S. District Court for the Northern District of California.

Barbara Clark joined the Office of General Counsel in August 2003. Since graduating from Boalt Hall School of Law in 1982, Ms. Clark has been in private practice with the exception of three years as Senior Counsel for Pacific Telesis Group. Prior to joining the Office of General Counsel, Ms. Clark was with Brobeck, Phleger & Harrison LLC. Her practice has focused on advising on tax-qualified retirement plans, deferred compensation, plan governance and health and welfare plans. She received her undergraduate degree from the University of Illinois (B.S. 1963).

Tina Combs joined the Office of the General Counsel in February 2009. Appointed to serve as Deputy General Counsel for Business Transactions and Land Use, she reports to the General Counsel. Prior to joining the Office, Combs held management and leadership roles at Wells Fargo, supporting clients in commercial real estate lending and disposition, and complex business transactions, including technology licensing, joint ventures, alliance, telecommunications and international arrangements. Prior to joining Wells, Combs spent the early years of her career at Morrison & Foerster, practicing in the areas of land use, environmental law, and technology and telecommunications transactions. Julie Conner has served as Associate Campus Counsel at UC Berkeley since November 2009. Prior to joining UC Berkeley, Ms. Conner served as Senior Advisor and Legal Director for the UC San Diego Library System and as Associate Campus Counsel for UC San Diego. Michele Coyle is Campus Counsel for the University of California/Riverside. She became the first on-site Campus Counsel at UC/Riverside in 2006. Prior to joining the office, Ms. Coyle was a Partner at Hogan & Hartson LLP in Los Angeles, a Partner at Gibson, Dunn & Crutcher LLP in Seattle and Orange County, a Special Assistant U.S. Attorney (Seattle), and an Assistant Regional Counsel with the U.S. Environmental Protection Agency (Region 10). Her primary areas of practice include employment and investigations, administrative and compliance procedures, environmental and Native American law, and litigation. Ms. Coyle is a graduate of the University of Nebraska/Lincoln (B.A. 1972), the Pierce Law Center (J.D. 1978) and University of Washington (L.L.M. 1982). Nicole Craig joined the Office of General Counsel in 2011. She monitors risk management related litigation, particularly in the general liability area, and provides counsel to risk management staff on insurance and related issues. Prior to joining OGC, she worked for many years as in-house counsel for Safeco Insurance Company, and has worked for private law firms, litigating tort and insurance coverage issues. She has extensive trial experience, and serves as Judge Pro Tem in Small Claims in San Francisco Superior Court. Ms. Craig taught a course at Lincoln Law School on the constitutional issues of sexual orientation law, and has served as a Conference Delegate at the California State Bar Annual Meeting. Ms. Craig attended the University of California, Berkeley, and received a Bachelor's degree in Management from St. Mary’s College. She received her law degree from University of California, Hastings College of the Law in 1996.

Steven Drown has served as Chief Campus Counsel at the Davis campus since 1996. Prior his service at Davis and commencing in 1989, Mr. Drown served as a University Counsel in the Office of General Counsel, where his primary practice areas were land use and environmental law. Before joining the University, Mr. Drown was an attorney with the law firm of Burke Williams & Sorensen in Los Angeles. Kelly Drumm joined the Office of General Counsel in 2006 as a member of the environmental group with special focus on matters involving the California Environmental Quality Act, the National Environmental Policy Act, endangered species statutes, and other land use issues. Prior to joining the office, Ms. Drumm practiced environmental law at Barg Coffin Lewis & Trapp in San Francisco, and served as counsel for the California Environmental Law Project. Ms. Drumm is a graduate of Sacramento State University (B.A. 1990) and the University of California, Hastings College of the Law (J.D. 1994).

Bill Eklund first joined the University's Office of Laboratory Counsel at the Los Alamos National Laboratory in 1981. He served as Senior Counsel of the LANL Office of Business and Patent Law from 1993 and has served as University Counsel with the Office of General Counsel since 2001. Prior to joining the University, Mr. Eklund was with the firm of Christensen, O'Connor, Johnson and Kindness in Seattle. His practice is directed to federal contract law, risk management, transactional law involving the DOE National Laboratories, regulatory law applicable to R&D operations and nuclear facilities, and intellectual property law. Mr. Eklund is a graduate of the University of California, Riverside (B.S. 1969), Oregon State University (M.S. 1973) and the University of Oregon (J.D. 1978). He is a registered patent attorney and an active member of the California and New Mexico Bar Associations.

Liana Epperson joined the Office of the General Counsel as Real Estate Counsel in 2011. Prior to joining the OGC, Ms. Epperson was a real estate attorney at the law firm of Miller Starr Regalia in Walnut Creek and a business transactions attorney at the law firm of Cooper, White & Cooper LLP in San Francisco.  Her primary areas of practice include real estate acquisitions, dispositions, development, construction, and leasing.  Ms. Epperson is a LEED Accredited Professional and a graduate of Arizona State University (B.S., magna cum laude 1991) and the University of California, Davis (J.D. 1997).

Shari Faris has served as Associate Counsel for the UCLA Health System since 1999. Prior to joining the University of California, Ms. Faris worked at Public Counsel, a public interest law firm, as the Director for the Community Development Programs. She also practiced as a healthcare associate for several years at the law firm of Jones Day in Los Angeles, after graduating from Loyola Law School in 1993. Ms. Faris previously worked as a registered nurse and graduated from UC Berkeley (BA 1984).

Glen Fichman was appointed UCLA Campus Counsel in 1992. From 1980 through 1994, Mr. Fichman served as Director of Contracts Administration in UCLA Capital Programs. His current scope of activity includes advising on the full range of legal matters pertaining to agreements and contracts between UCLA and outside entities, including real estate leases, licenses, easements and rights of way, real estate development, design and construction contracts, sponsored research agreements, grants and contracts, department of athletics sponsorship agreements and purchase orders. Mr. Fichman graduated from UCLA (B.A.1975) and from UCLA School of Law (J.D.1978).

Anthony O. Garvin serves as University Counsel and head of the environmental group. Mr. Garvin has most recently been a partner in the San Francisco office of Morgan, Lewis & Bockius. His previous practice experience was with the U. S. Environmental Protection Agency where he served as Assistant Regional Counsel and Acting Regional Counsel. Subsequently, he was a partner at Landels, Ripley & Diamond and Brobeck, Phleger & Harrison. He is a graduate of Cornell University School of Law (J.D. 1972), has his undergraduate degree from the University of Washington (B.A. 1969), and Master of Regional Planning from Cornell (1974).

Diane Fields Geocaris has served as Counsel to the Chancellor at the Irvine campus since 1990. Before coming to UCI, Ms. Geocaris was a partner at the Chicago firm of Rudnick and Wolfe (now DLA Piper). She also work as an associate at Sidley & Austin in Chicago and Washington, DC, and at Gray Cary Ames and Frye (also, now DLA Piper). Ms. Geocaris graduated Stanford Law School in 1975 and received her AB from Stanford University in 1972.

Michael Goldstein has served as a University Counsel in the Office of the General Counsel for The Regents of the University of California since 1998. Prior to joining the office, Mr. Goldstein was an attorney with Morrison & Foerster in San Francisco, which he joined in 1989 following judicial clerkships for the U.S. Court of Appeals for the Ninth Circuit and for the Honorable Alfonzo Zirpoli of the U.S. District Court for the Northern District of California. Elisabeth Gunther serves as both Senior Counsel in the land use and environmental group and as Campus Counsel for the Merced campus. Ms. Gunther practices primarily in the area of project development, land use and environmental review. She also has experience in all areas of environmental regulation. Prior to joining OGC, she was an Assistant City Attorney with the cities of Santa Rosa and San Francisco and was in private practice as a partner in the law firms of Beveridge & Diamond and Heller, Ehrman, White & McAuliffe. Ms. Gunther graduated from the University of Michigan (A.B.1979) and the University of Chicago (J.D.1983). She also studied at the London School of Economics.

Nancy Greenan Hamill joined the Office of the General Counsel as Senior Counsel for Governance and Compliance in 2009. For eight years prior to joining the OGC, she was Regional Counsel for Cushman & Wakefield, where she was responsible for all legal matters for the firm within California, Washington, Oregon, and Colorado. She was previously a partner with the law firm of Gordon & Rees where she specialized in representing colleges and universities in all aspects of employment, civil rights and education law for twenty years. In 1992, Ms. Schnetzler worked on a special temporary assignment in-house with the Office of the General Counsel of the Regents of the University of California. Ms. Schnetzler graduated magna cum laude from the University of North Alabama with a Bachelor of Science degree in 1982. She received her J.D. from Vanderbilt University in 1985. She an active and contributing member of the National Association of College and University Attorneys and serves as a neutral evaluator and mediator on the Alternative Dispute Resolution panel of the Northern District Court. She is a frequent speaker on legal issues affecting colleges and universities. Within the Office of Legal Affairs, Ms. Schnetzler assists campus clients in the area of labor and employment law, medical staff matters, academic affairs, graduate medical education, student affairs, research compliance, international programs and complex contracts.

Valerie Shelton was a partner with Filice Brown Eassa & McLeod LLP, specializing in the litigation of high profile, high exposure complex civil cases in both state and federal courts. Martin Simpson has served as a University Counsel in the Office of the General Counsel since 1989, when he became the Resident Counsel for the Office of Technology Transfer of the Office of the President. Prior to joining the office, Mr. Simpson served as a Patent Attorney and later Deputy Laboratory Counsel for Patents with Lawrence Livermore National Laboratory. Prior to Livermore, Mr. Simpson was a Patent Attorney with the United States Department of Energy and its predecessor agency in both Washington, D.C., and Livermore. Mr. Simpson leads the technology transfer group and his primary area of practice covers matters relating to technology transfer with a focus on patents. Ann Sparkman joined the Office of General Counsel in May 2006, serving as Deputy Campus Counsel for Health Affairs at University of California, San Francisco. Prior to joining the University of California, Ms. Sparkman was a partner at Hassard Bonnington in San Francisco, defending health plans against bad faith managed care litigation, defending physicians and allied health care professionals in medical malpractice actions, and representing Credentials Committees with Section 805 fair hearings. Ms. Sparkman also served in both the legal and compliance departments of Kaiser Permanente's program office, managing the medical malpractice and managed care litigation for the California, North Carolina and Hawaii regions, and providing health law and regulatory advice and counsel on a wide range of health care issues for all eight regions.

Ms. Sparkman provides a comprehensive range of health law advice to the medical center and campus regarding federal and state regulations affecting the delivery of health care services and human subjects research, including but not limited to the Human Research Protection Program, licensure and accreditation, peer review, medical staff, credentialing, Medicare reimbursement, fraud and abuse, and health plan contracting.

Richard Wilson joined the Office of the General Counsel in May 2005, as a member of the litigation group with responsibility for professional liability program litigation and claims. Rick has degrees from Arizona State University, 1976, Business Administration, and University of Minnesota School of Law, 1979. After practicing law in the Minneapolis area for three years, he moved to Southern California where he began his career in the medical malpractice field for two years as a claims representative and regional claims manager for an insurance carrier. He then joined the San Francisco law firm of Hassard Bonnington LLP where he distinguished himself as a medical malpractice defense attorney. Rick left his partnership position at Hassard in 2001 and assumed a litigation management attorney position with the Judicial Council of California, Administrative Office of the Courts.

At the Office of the General Counsel Rick has primary responsibility for management and oversight of all Professional Liability claims and suits brought against the University and its health care employees.
