State Legislation
IMPAC staff review, analyze, and develop the University's position on state legislation in close consultation and coordination with divisional subject matter experts in Business Operations, Academic Affairs, and Agriculture and Natural Resources, in addition to leadership within the Secretary and Chief of Staff to The Regents, the Academic Senate, Health Sciences and Services, and campuses as needed. In an effort to provide well-reasoned, supportable, cogent, and effective responses and positions on legislation in a consistent, accurate, and timely manner, IMPAC:
- Coordinates the review of legislation that affects more than one UCOP division
- Authors position recommendations, position letters, and other advocacy materials such as Fact Sheets for bills that have a significant impact on the University
- Develops language to amend legislation, as needed, to address the University's concerns and needs
- Develops cost analyses and estimates for fiscal impacts
- Coordinates with the Office of General Counsel
- Tracks the status of legislation and informs subject matter experts of amendments and bill outcomes

UC Sponsored State Legislation
In response to the annual call for sponsored legislation proposals from the office of State Government Relations (SGR), IMPAC works with the Divisions of Academic Affairs, Agriculture and Natural Resources, and Business Operations to develop and coordinate legislative proposals. In addition to providing assistance to departments in the preparation of the draft proposals, we ensure appropriate consultation and communication with other units within OP such as the Office of General Counsel or the Budget Office and serve as the liaison between Sacramento and the Office of the President throughout the process.
Success in sponsoring legislation requires a sustained commitment of UC staff and resources both at the Office of the President and Sacramento as a bill progresses through the legislative process. Typically this entails four legislative committee hearings, floor action in both the Senate and Assembly and working with the Governor's office to secure a signature on the bill once it has been passed by the Legislature. From inception through enactment, IMPAC staff work closely with the departments to prepare policy analytical work and to develop collateral materials needed by the State Governmental Relations office to advocate for the bill in the Capitol. As part of these efforts IMPAC develops correspondence with members of the Legislature and the Governor's Office, fact sheets, floor alerts, assists in preparing experts witnesses to testify in committee hearings, craft amendments as necessary, and responds to any other legislative inquiries related to a sponsored proposal. Throughout this process, we communicate the legislation's progress through the legislative process to OP departments and anticipate needs, ensuring that the bill continues to move through the legislative process.

SB 611 (Steinberg) – University of California Curriculum Integration Institution (UCCII)
This bill requests UC to establish and maintain the University of California Curriculum Integration Institute (UCCII) to facilitate statewide collaboration in providing pupils with career-oriented, integrated academic and technical education. The UCCI was established last year, so this bill would place the existing program into statute. This professional development institute brings together academic and career technical high school teachers, administrators, and experts from across California to design innovative model courses that integrate CTE and "a-g" curriculum for use statewide.

SB 612 (Steinberg) - Reauthorization of the California Subject Matter Projects (CSMP)
SB 612 reauthorizes the California Subject Matter Projects to operate indefinitely and adds the physical education, arts, and foreign language projects to statute (currently only six of the nine projects are in statute). The bill also adds as an area of emphasis for the projects to provide teachers with instructional strategies for ongoing collaboration on the delivery of career-oriented and integrated academic content.

SB 835 (Wolk) – Best Value Contracting
The Best Value Construction Contracts Pilot Program, which currently applies only to UCSF, remains in effect until January 1, 2012. SB 835 extends the pilot program until January 1, 2015 and requires UC to submit a report on the best value procedures pilot program before 1/1/12.

SJR 1 (Liu) Joint Resolution Commemorating the Morrill Act Anniversary
SJR 1 is a joint resolution from the California legislature which would recognize and congratulate the President of the United States and the U.S. Congress on the 150th Anniversary of the Morrill Act (so-called "Land Grant Act"), which stimulated states to create public universities that would provide access to higher education for millions and which would focus on agriculture and mechanical arts that formed the basis of the national economy at the time (1862).

Federal Legislation
In coordination with subject matter experts at UCOP, IMPAC reviews, provides analysis, gathers and synthesizes information on federal legislation and federal policy matters pertaining to the University's academic and research missions, including issues related to academic affairs, research, student affairs, agriculture and natural resources, information technology, data privacy and other issues.
