Description: June 1, 2011 - A report prepared for the California Senate Rules Committee. In Santa Clara County, Judge Stephen Manley oversaw the Parolee Reentry Court, a program that offered high-risk offenders a chance to avoid returning to state prison for parole violations. The program aimed to reduce recidivism rates, which in California were the highest in the nation. Established under Senate Bill x3 18 in 2009, this pilot program operated in six counties, including Santa Clara. By shifting responsibility for parole violations to local jurisdictions, Governor Jerry Brown's administration hoped to reform public safety in California.
