Description: This paper presents several advances in using future climate projection information in water resources planning, such as an improved understanding of how well selected climate models represent historical climate conditions and refined methodologies for representing streamflows, outdoor urban and agricultural water demands, and sea level rise in planning tools. Twelve climate projections were used to assess the future reliability of California’s main water supply projects. Mid‐century and end‐of‐the‐century impacts were estimated for Sacramento‐San Joaquin Delta exports, reservoir carryover storage, groundwater pumping, power supply, and the Delta salinity standard known as X2. The vulnerability of the system to operational interruption was also examined. A sensitivity analysis was also conducted to examine the effects of air temperature on runoff in the Upper Feather River basin, the main inflow source to Lake Oroville. The range of impacts presented in this paper indicates a need to explore adaptation measures to improve the reliability of future water supplies in California.

Description: This report outlines the success of California's most extensive energy conservation effort at the time. In 2000, California faced electricity supply challenges, leading Governor Davis to set a goal of reducing peak demand by 5,000 megawatts in 2001. The conservation campaign exceeded expectations, achieving a 5,570 megawatt reduction by June 2001. Overall electricity consumption dropped by 6.7%, with a record 14% reduction during peak hours.

Description: Over the past century, sea level has risen nearly eight inches along the California coast, and general circulation model scenarios suggest very substantial increases in sea level as a significant impact of climate change over the coming century. This study includes a detailed analysis of the current population, infrastructure, and property at risk from projected sea-level rise if no actions are taken to protect the coast.

Future characteristics of major storms, in particular pineapple express or atmospheric river storms, by global climate models indicated changes mostly at the extremes. Likewise, although the average intensity of storms was not projected to increase much in most climate models, occasional much-larger-than-historical-range storm intensities were simulated.

Description: Climate change will have profound effects on the distribution, function, and productivity of California’s forests. To provide managers with the means to anticipate likely forest responses to climate change, we initiated the development of a climate-sensitive growth and yield model for the mixed conifer forests of the Sierra Nevada (WS CalClim 1.0). WS CalClim 1.0 was built using the logic and architecture of the WESSIN variant (WS) of the Forest Vegetation Simulator. Our initial focus was on designing and testing a model of ponderosa pine productivity.

Description: This report, which is part of a larger California Energy Commission project on energy issues in the California/Mexico border region, discusses opportunities to reduce energy consumption and emissions associated with the movement of goods across the border. After describing transportation infrastructure, trade patterns, and mode shares in the border region, the report analyzes options to improve energy efficiency of goods movement by increasing the availability of alternative freight modes.

Description: Climate change could substantially alter the width of beaches in Southern California. Climatedriven sea level rise will have at least two important impacts on beaches: (1) higher sea level will cause all beaches to become more narrow, all things being held constant, and (2) sea level rise may affect patterns of beach erosion and accretion when severe storms combine with higher high tides. To understand the potential economic impacts of these two outcomes, this study examined the physical and economic effects of permanent beach loss caused by inundation due to sea level rise of one meter and of erosion and accretion caused by a single, extremely stormy year (using a model of beach change based on the wave climate conditions of the El Niño year of 1982/1983.)

Description: For this study, daily data were collected for mortality and weather in seven California counties known to be affected by the July 2006 heat wave. The association between apparent temperature and daily mortality was assessed using a Poisson regression model and combined across counties in a meta-analysis.This multi-county analysis provides additional evidence that the risk of mortality increases with prolonged exposure to high apparent temperatures, as is common during a heat wave.

Description: This research measured the economic effects of climate-related yield change in California crops. The overall conclusion from model runs is that, while the effect of climate change is manifest through yield changes, after economic adaptation, the results on irrigated crop production are predominately shown in economic terms and changes in aggregate land and water use.

Description: This paper provides an initial exploration of this hypothesis through first identifying the dominant daily circulation patterns over North America using an objective cluster analysis on ERA-40 reanalysis of 500 millibar (mb), 700 mb, and 850 mb geopotential height and temperature fields. Next, we evaluate the extent to which these upper-air patterns can be correlated with surface-level oppressive air mass events associated with elevated levels of heatrelated mortality in major California urban centers.

Description: This survey was originally posted by the California Department of Energy. This fifth EcoPinion Survey (performed in October 2008) focuses on consumers and climate change: customer feelings and levels of personal responsibility in regard to reducing climate change, willingness to take action and what type of actions, perceptions of costs, who should pay and how new revenue should be used. The results provide further evidence of a green gap between high levels of consumer understanding and concern over climate change balanced against conflicted feelings of personal responsibility to “do something” about climate change.
