Title: 2009-10 Budget Analysis Series: California's Cash Flow Crisis

URL: http://www.lao.ca.gov/2009/stadm/cash_flow/cash_flow_011409.pdf

Description: In 2008‑09, weakening revenues and limited access to the credit markets reduced the California's resources to address monthly cash flow deficits. As a result, the state’s “cash cushion”—its available liquidity to allow the General Fund to make all budgeted payments on time—became unacceptably low. This report outlines the differences and similarities between the budget and cash flow situations, and makes recommendations for corrective actions to address the crisis.

Title: 2009-10 Budget Analysis Series: Criminal Justice Realignment

URL: http://www.lao.ca.gov/2009/crim/Realignment_012709/Realignment_012709.pdf

Description: The state's efforts to rehabilitate juvenile and drug-addicted adult offenders have been largely ineffective despite substantial spending. In response, the Legislature has proposed shifting $1.4 billion of state responsibilities to counties, giving them more autonomy to manage programs for juvenile offenders and drug-addicted adults. The suggested financing plan involves increasing the vehicle license fee rate to 1 percent, generating $1.1 billion in revenue, and redirecting $359 million of existing VLF revenues, ultimately serving as an ongoing budget solution.

Title: Electricity Oversight Board, Electricity Oversight Board | CA 2009-10 Budget Line Item

URL: http://www.ebudget.ca.gov/StateAgencyBudgets/8000/8770/department.html

Description: The Electricity Oversight Board (EOB) was established as part of California's effort to restructure the electricity market in 1996. The goal of the EOB was to ensure that wholesale energy markets and the electric transmission system function reliably and provide electricity at fair costs to California's consumers and businesses. The EOB's primary means of pursuing these goals had been to monitor electricity markets in order to guard against price manipulation by electricity producers, and to pursue refunds of alleged overcharges during the energy crisis of 2001.
