Description: In January of 2008 the Commission took up the study of California’s state and regional water boards to determine whether their structure and duties, and their relationship to each other, were adequate and appropriate for the challenges they face today. The boards and their staff members work hard and face complex problems. The issues regularly are contentious. The stakes are immense for Californians today and tomorrow.
