Description: An increase in the rate of sea level rise is one of the primary impacts of projected global climate change. To assess potential inundation associated with a continued acceleration of sea level rise, the highest resolution elevation data available were assembled from various sources and mosaicked to cover the land surfaces of the San Francisco Bay region.

Description: Over the past century, sea level has risen nearly eight inches along the California coast, and general circulation model scenarios suggest very substantial increases in sea level as a significant impact of climate change over the coming century. This study includes a detailed analysis of the current population, infrastructure, and property at risk from projected sea-level rise if no actions are taken to protect the coast.

Description: This study synthesized existing research to characterize current understanding of the direct impacts of extreme events across sectors, as well as the interactions between sectors as they are affected by extreme events. It also produced new projections of changes in the frequency and intensity of extreme events in the future across climate models, emissions scenarios, and downscaling methods for producing regional climate information, for each California county.

Description: This paper provides an initial exploration of this hypothesis through first identifying the dominant daily circulation patterns over North America using an objective cluster analysis on ERA-40 reanalysis of 500 millibar (mb), 700 mb, and 850 mb geopotential height and temperature fields. Next, we evaluate the extent to which these upper-air patterns can be correlated with surface-level oppressive air mass events associated with elevated levels of heatrelated mortality in major California urban centers.

Description: Climate change could substantially alter the width of beaches in Southern California. Climatedriven sea level rise will have at least two important impacts on beaches: (1) higher sea level will cause all beaches to become more narrow, all things being held constant, and (2) sea level rise may affect patterns of beach erosion and accretion when severe storms combine with higher high tides. To understand the potential economic impacts of these two outcomes, this study examined the physical and economic effects of permanent beach loss caused by inundation due to sea level rise of one meter and of erosion and accretion caused by a single, extremely stormy year (using a model of beach change based on the wave climate conditions of the El Niño year of 1982/1983.)

Description: For this study, daily data were collected for mortality and weather in seven California counties known to be affected by the July 2006 heat wave. The association between apparent temperature and daily mortality was assessed using a Poisson regression model and combined across counties in a meta-analysis.This multi-county analysis provides additional evidence that the risk of mortality increases with prolonged exposure to high apparent temperatures, as is common during a heat wave.

Description: This literature review explores disparities in the impacts of climate change and the abilities of different groups to adapt to it. Further, it investigates the costs and benefits of climate change mitigation strategies—some of which have been specified in the Scoping Plan for the implementation of the California Global Warming Solutions Act of 2006 (AB 32). Finally, knowledge gaps and future research questions are identified.

Results show a significant increase in wildfires, especially under higher emissions (SRES A2) with statewide increases ranging from 57% to 169% by 2085. The spatial patterns of increased fire occurrence vary based on the speed of vegetation shifts, with coastal areas and Northern California showing higher increases in fire area burned.

Description: Climate change will have profound effects on the distribution, function, and productivity of California’s forests. To provide managers with the means to anticipate likely forest responses to climate change, we initiated the development of a climate-sensitive growth and yield model for the mixed conifer forests of the Sierra Nevada (WS CalClim 1.0). WS CalClim 1.0 was built using the logic and architecture of the WESSIN variant (WS) of the Forest Vegetation Simulator. Our initial focus was on designing and testing a model of ponderosa pine productivity.

Description: Simulation models are used here to weigh competing influences that might either increase or diminish future floods. Future characteristics of major storms, in particular pineapple express or atmospheric river storms, by global climate models indicated changes mostly at the extremes. Likewise, although the average intensity of storms was not projected to increase much in most climate models, occasional much-larger-than-historical-range storm intensities were simulated.

Description: This paper presents several advances in using future climate projection information in water resources planning, such as an improved understanding of how well selected climate models represent historical climate conditions and refined methodologies for representing streamflows, outdoor urban and agricultural water demands, and sea level rise in planning tools. Twelve climate projections were used to assess the future reliability of California’s main water supply projects. Mid‐century and end‐of‐the‐century impacts were estimated for Sacramento‐San Joaquin Delta exports, reservoir carryover storage, groundwater pumping, power supply, and the Delta salinity standard known as X2. The vulnerability of the system to operational interruption was also examined. A sensitivity analysis was also conducted to examine the effects of air temperature on runoff in the Upper Feather River basin, the main inflow source to Lake Oroville. The range of impacts presented in this paper indicates a need to explore adaptation measures to improve the reliability of future water supplies in California.

In 2000, California faced electricity supply challenges, leading Governor Davis to set a goal of reducing peak demand by 5,000 megawatts in 2001. The conservation campaign exceeded expectations, achieving a 5,570 megawatt reduction by June 2001. Overall electricity consumption dropped by 6.7%, with a record 14% reduction during peak hours.

Description: The state's efforts to rehabilitate juvenile and drug-addicted adult offenders have been largely ineffective despite substantial spending. In response, the Legislature has proposed shifting $1.4 billion of state responsibilities to counties, giving them more autonomy to manage programs for juvenile offenders and drug-addicted adults. The suggested financing plan involves increasing the vehicle license fee rate to 1 percent, generating $1.1 billion in revenue, and redirecting $359 million of existing VLF revenues, ultimately serving as an ongoing budget solution.

Description: In 2008‑09, weakening revenues and limited access to the credit markets reduced the California's resources to address monthly cash flow deficits. As a result, the state’s “cash cushion”—its available liquidity to allow the General Fund to make all budgeted payments on time—became unacceptably low. This report outlines the differences and similarities between the budget and cash flow situations, and makes recommendations for corrective actions to address the crisis.

In Santa Clara County, Judge Stephen Manley oversaw the Parolee Reentry Court, a program that offered high-risk offenders a chance to avoid returning to state prison for parole violations. The program aimed to reduce recidivism rates, which in California were the highest in the nation. Established under Senate Bill x3 18 in 2009, this pilot program operated in six counties, including Santa Clara. By shifting responsibility for parole violations to local jurisdictions, Governor Jerry Brown's administration hoped to reform public safety in California.
