"Dialogue with Sam Nunn" was a thirty minute television program designed to provide Senator Nunn's constituents with an in-depth, bipartisan discussion of major issues of national interest. Each month, Senator Nunn invited a top government official or opinion leader to be his guest. This program was aired monthly on television stations across Georgia.

"The Sam Nunn Report to Georgia" was a weekly program in which Senator Nunn discussed current topics of interest to Georgia. The five minute program had a interview-format, with Senator Nunn replying to questions asked by his press secretary. Significant topics include defense, the Senate Permanent Subcommittee on Investigations (PSI), crime, amendments Senator Nunn sponsored, the economy, the Senate Armed Services Committee, narcotics, foreign policy, and diplomacy.

Scope and Content Note

"Dialogue with Sam Nunn" was a one-half hour television program designed to provide Senator Nunn's constituents with an in-depth, bipartisan discussion of major issues of national interest. Each month, Senator Nunn invited a top government official or opinion leader to be his guest. The program aired monthly on television stations across Georgia.

The files include transcripts, correspondence, and background materials. There are several files labeled "Dialogue with Sam Nunn" which contain correspondence related to the program.

Video and audio recordings of the programs are housed with the other video and audio tapes. (See Series 2: Audio recordings and Series 14: Video recordings.)

Scope and Content Note

This series consists of newsletters that Senator Nunn sent to his constituents to inform Georgians about what was happening in Washington, DC. Each newsletter addresses a specific topic. These topics include balancing the federal budget, the U. S. Army, crude oil, Vietnam, tax reform, drugs, organized crime, small business, Social Security, agriculture, and education.

Some folders also contain materials used to prepare the newsletter. These materials include news clippings, background research, and photographs.

Senator Nunn comments on the Expenditure Control Act of 1973, Senator Ervin's Stop-Gap measures, and the power Congress possesses to solve the problem of an unbalanced budget. Also included in this newsletter is a report on Senator Nunn's freshman term.
1 21973 September - Volunteer Army Newsletter. This newsletter specifically addresses the problems the All-Volunteer Force is having. The force was created to make the armed forces attractive to a wide section of America's young men. Recently, problems with recruiting, discipline, manpower costs, and lower service standards have arisen. File also includes - Committee on Armed Services report, Issue Brief, news clippings, background information.

1 31974 July - Budget Power Reclaimed Newsletter. The Congressional Budget and Impoundment Act of 1974 is one of the most important pieces of legislation that Congress passed since Senator Nunn entered the Senate in 1972. It is aimed at reforming the Federal budgetary procedure. This act gives Congress the machinery to formulate and implement a rational, economically sound Federal budget. Senator Nunn added an amendment which requires Congress to adopt a concurrent resolution setting a ceiling on overall spending before Congress can begin to consider appropriations bills. File also includes - news clippings, background information, graphs, charts, U.S. News and World Report article, Congressional Record - Senate report.
1 41974 December - World Crude Oil Newsletter. This letter highlights the dangers of the world's economic situation. Every facet of the U.S.'s economy, as well as foreign economies, is being affected by soaring oil prices. To solve the problems, Senator Nunn outlined steps which Congress should take to protect our economy (conservation, technology development, national energy policy).
1 51975 January - Wrap-Up Newsletter. This newsletter is a review of the 93rd Congress. It includes an assessment of legislative accomplishments such as the War Powers Act, Congressional Budget and Impoundment Act of 1974, Alaskan Pipeline, Daylight Savings Time, Public Service Jobs, Foreign Trade Bill, Agriculture and Consumer Protection Act, and Elementary and Secondary Education. The newsletter also describes an economic summit conference that Senator Nunn and four freshman Senators attended. File also includes - Congressional Quarterly.
1 61975 May - After Vietnam Newsletter. This letter includes the text of a speech given by Senator Nunn to the Reserve Officers Assoc. in Atlanta. The speech hinges around five lessons the U.S. learned from Vietnam. It goes on to address U.S./Soviet relations, as well as North Atlantic Treaty Organization being the key to security.
1 71976 January - The Federal Budget Newsletter. Senator Nunn addresses problems with the federal budget. He feels we must get our federal finances in order and gain control over the entire federal budget. There are many "uncontrollables," representing 75% of each year's spending, that are virtually automatic. Not until the "uncontrollables" are adjusted, and the U.S.'s spending priorities are tightened, will our nation be able to live within its means. Senator Talmadge introduced a Constitutional Amendment, co-sponsored by Senator Nunn, which would require a balanced budget except in times of national emergency. This amendment would focus on federal spending and generate support in moving towards a balanced budget.
1 81976 August 31 - Tax Reform Newsletter. The Senate passed the Tax Reform Act of 1976 (H.R. 10612) on 1976 August 6. This act includes changes in estate tax provisions, property valuation methods, and marital deductions.
1 91977 May - Drug Abuse Newsletter. This letter addresses the American problem with narcotics and their increasing availability. Laws reflect a national concern and a call for a balanced federal approach attempting to limit supply and demand while simultaneously operating treatment and rehabilitation programs. Overall efforts have been improving, with the development of a new Drug Enforcement Administration management team, closer cooperation between Drug Enforcement Administration and other agencies (Customs, Internal Revenue Service, Federal Bureau of Investigation), and a shift in emphasis from street arrests to Major Violators.

1 101978 May - Developing a Peaceful World Newsletter. It has become necessary for Americans to look at the growing threat posed by the relentless expansion of Soviet military power. The most prominent aspect of the Soviet military buildup has been in establishing new families of highly destructive and increasingly accurate strategic nuclear missiles. Tasks before the U.S. are to reverse present trends in the military balance and to restore to U.S. foreign policy the firmness and consistency required to deter the Union of Soviet Socialist Republics from exploiting their military power.
1 111980 October - Organized Crime Newsletter. Senator Nunn, as Chairman of the Permanent Subcommittee on Investigations, turned his attention to organized crime, labor racketeering, and narcotics trafficking. The Permanent Subcommittee launched a long-range program of investigations aimed at examining the conditions that foster organized crime and determining how its various aspects affect our society and national economy. At home, there is no organized crime in Georgia. However, there are criminal groups which deal in narcotics.

1 131981 January - Reflections on the 96th Congress/Challenges for the 97th. Senator Nunn's newsletter includes reflections on the 96th Congress, and challenges for the 97th. Inside, he rates the 96th Congress and the Administration in five areas - reducing inflation, national energy policy, economic development policy, efficiency in the delivery of services, and defense. The major new laws that Senator Nunn sponsored - Registration, Military Pay Increase, 503 Program for Small Business, Accountability for Federal Judges, and Paperwork Reduction Act, are further explained as well.
1 141982 - Protecting Older Americans Against Overpayment of Income Taxes Newsletter. This newsletter is a revised checklist of itemized deductions for use in taxable year 1982. It explains the four major changes in the tax law that will affect a 1982 tax return. These changes include (1) a new form - Form 1040EZ; (2) claiming of charitable deductions; (3) tax credits for expenses incurred for child and dependent care have been increased; and (4) overall income tax rates have been reduced.
1 151982 May - Small Business Newsletter (text & art). These are rough drafts for the final Small Business Newsletter, May 1982. File also includes background information.
1 161982 May - Small Business Newsletter. This newsletter describes the progress that has been made in Congress to help America's small business community. Senator Nunn outlines the history of the Select Committee on Small Businesses, to a standing committee of the Senate. The newsletter explains how this influential committee has proposed new bills for regulatory reform, small business innovation, "late payments," and tax cuts for small firms. It also addresses bad news concerning high interest rates. File also includes - background information.
2 171982 August - Balanced Budget Newsletter. This newsletter addresses the severe impact that high interest rates are having on the economy, especially on small businesses and farming communities, vital to Georgia. Senator Nunn sponsored an amendment, Johnston-Nunn Amendment, to balance the budget over the next five years (1980-1985) by lowering taxes, spending, and interest rates. File also includes - graphs, Congressional Quarterly, the balanced budget amendment.
2 181982 October 14 - Georgia Bankers Association Newsletter. This newsletter focuses on linking cuts in federal spending to tax reductions. Senator Nunn mentions the amendment to the Senate budget resolution that he and Senator Johnston (Louisiana) proposed. This was the only proposal before the Senate that would have resulted in a balanced budget in the foreseeable future. It was defeated 70 to 21.
2 191983 - Protecting Older Americans Against Overpayment of Income Taxes Newsletter. This newsletter is to help assure that older Americans claim every legitimate income tax deduction, exemption, and tax credit. Other information, such as who must file a federal tax return, is included in this newsletter. Senator Nunn's newsletter can be used as a checklist for itemized deductions in taxable year 1983.
2 201983 February - Crime Newsletter. This newsletter addresses our nations increasing crime rate. In response to this, the newsletter includes Senator Nunn's proposed crime bills. At home, Senator Nunn tackles Georgia's drug problem. File also includes - news clippings, background information; note this file was begun in 1982, but was not published until 1983.
2 211983 March - Social Security Newsletter. This newsletter addresses the importance of Social Security. It lists the National Commission on Social Security's proposed reforms, presently supported by President Ronald Reagan and House Speaker Thomas P. O'Neill. Senator Nunn included a questionnaire in this newsletter. The questionnaire asks, of the thirteen proposed reforms, which ones do Georgians agree with, disagree with, or have no opinion on. From this, he hopes to form a basis for how to vote on Social Security reforms. File also includes - news clippings, graphs, background information.
2 221983 June - Agriculture Newsletter. This newsletter concerns American agriculture, specifically Georgia's agriculture and its agricultural industries (poultry, dairy, cash crops). In this newsletter, Senator Nunn addresses the problems of a weak export market, inflation, high interest rates, and drought. Possible solutions are offered to these problems in the payment-in-kind program, Nunn Barter Proposal, and Dairy and Tobacco Legislation. File also includes - news clippings, statement of John R. Block (Secretary of Agriculture), background information.
2 231983 February - A Special Report (Focus on Education). This newsletter focuses on improving our nation's educational system. Georgia's General Assembly has taken an active role in making statewide improvements by creating an Education Review Commission. Senator Nunn is helping by introducing a package of legislation aimed at forming federal-state partnerships for job training and creation.
2 241984 June - A Special Report (An Update From Washington). This newsletter is a special update concerning the progress that has been made on the federal budget deficit and the fight against crime. Senator Nunn discusses criminal activity statistics and crime legislation. The bills were a result of the work done by the Permanent Subcommittee on Investigations (which Senator Nunn chaired). This special newsletter also includes an update on balancing the budget and the Nunn-Johnston resolution.
2 251986 January - [not used]. This newsletter highlights important issues that the 99th Congress addressed (national security, economy, agriculture). It describes the improving relationship between the Union of Soviet Socialist Republics and the United States, and the efforts which are being made to prevent nuclear war (risk reduction centers, arms control talks, security clearance, reorganization of the Department of Defense). Also, this newsletter includes an explanation of the 1985 Farm Bill.

Scope and Content Note

"The Sam Nunn Report to Georgia" was a weekly program in which Senator Nunn discussed current topics of interest to Georgians. The five minute program was interview-format, with Senator Nunn replying to questions asked by his press secretary. Significant topics include defense, the Senate Permanent Subcommittee on Investigations (PSI), crime, amendments Senator Nunn sponsored, the economy, the Senate Armed Services Committee, narcotics, foreign policy, and diplomacy.

The folders contain lists of questions, transcripts of the broadcasts, and other documentation related to the broadcasts.

Some of these programs were recorded on audio tape and video tape. (See Series 2: Audio recordings and Series 14: Video recordings.)

Scope and Content Note

The photographs were collected by Senator Nunn's press section and by his family. They document his family, childhood, education, career, and leisure activities. The majority of the images record his Senate activities.

The press staff created individual descriptions for these photographs in several databases, which were also accessioned. An index to the photographs, generated from the databases, is available in the Emory University Special Collections Department. Snapshots, negatives, oversized photos, and contact sheets were usually filed separately.

Subseries 5: Digitized images consists of digital surrogates of photographic images. Some of the images were created by the Senate Photography Studio for Senator Nunn at the time of his retirement. These images are in Kodak PhotoCD format. The images are of prints requested by Senator Nunn from the Senate Photography Studio, 1989-1996, (and not a comprehensive file of all images contained on the Senate Photography Studio negatives in the Nunn papers.) They are not indexed. The Museum of Aviation, Robins Air Force Base, Warner Robins, Georgia, scanned some photographs while preparing their exhibit "We the People", which opened in 1996. Digital surrogates were also made as part of the SAGE digital archive project (1998-2000).

Negatives were received from the following sources: Senator Nunn's press section, the Senate Photography Studio, the exhibit curator for the Sam Nunn exhibit in the Houston County Board of Education Building, and the SAGE digital archive project.

Organization Note

Organized into six subseries: 1) Prints (including oversized prints); 2) Snapshots; 3) Slides (RESTRICTED); 4) Photograph albums (RESTRICTED); 5) Digitized images; and 6) Negatives (RESTRICTED). Prints are filed by subject according to the numbering scheme used in Nunn's office. The oversized prints are filed separately. Snapshots are filed in envelopes, each of which may contain several photographs. Some snapshots were filed with Subseries 1: Prints.

Related Materials

Framed Portraits (Subgroup 4: Personal/political files.) These portraits were received both before and after Senator Nunn's retirement. Some are photographs, but they include a number of different formats, including oil painting, watercolor, prints, drawings, cartoons, and photographs.

Photo scrapbooks (Subgroup 5: Press relations/media activity, Series 10: Scrapbooks and news clippings.) Some 1972 campaign photographs were used to create a scrapbook.

Scope and Content Note

These political cartoons were collected by Senator Nunn's press section. Many are original artwork sent to Senator Nunn by the artists. Some are prints or photocopies. Most are inscribed by the artists. Senator Nunn displayed many of these cartoons on the walls of his Senate office.

Cliff Baldowski (Baldy), R. David Boyd, Clyde Wells, and Gene Basset provided the majority of the cartoons.

Published materials, public statements and other previously released materials may be used by researchers. Any correspondence, memos, release drafts, and other materials not publicly released are restricted. The press releases currently available to researchers have been digitized and are available through this web site. (Click on any underlined release to retrieve it.)

Scope and Content Note

This series consists of press releases and associated background and research material. These files were maintained in the Press section by press secretaries (Roland McElroy, Ed Nagy, Scott Maxwell, Scott Williams and Cathy O'Brien). The files contain copies of press releases, drafts of press statements, some scheduling information, and, in several instances, transcripts of press interviews or other working notes. The press release files are a good source of scheduling information for the Senator's early years in office, because his public appearances and committee hearings were usually announced through a press release. These files also chronicle the military projects affecting Georgia in which Senator Nunn was involved.

The press release files, especially in the earlier days under Roland McElroy, appear to have been the primary file, where most documents were filed. For example, the press release files contain some of the most extensive information on Senator Nunn's position on the conflict in Vietnam, including a trip report from Senator Nunn's own visit to Vietnam.

Several speech files were removed from the press release file and refiled in the speech file prior to sending them to Emory.

Scope and Content Note

The scrapbooks were created by Senator Nunn's press section to document his political career. They contain news stories, letters to the editor, editorial cartoons and op ed pieces about Senator Nunn and op ed piece written by him. The articles are arranged chronologically. The first scrapbook documents Senator Nunn's first campaign for the Senate in 1972. The last one documents his activities in 1993. Articles from subsequent years were filed loose in folders rather than being glued into scrapbooks. The press staff assigned the scrapbooks volume numbers, which are noted on the volumes and in the list below. For preservation reasons, starting with the mid-1987 scrapbooks, photocopies of the articles were placed in the scrapbooks, rather than the original newspaper clippings. Many scrapbooks are very fragile, and most have articles and date labels falling out.

The scrapbooks were prepared using clippings obtained through a press clipping service. Since the service only supplied Georgia newspaper clippings, there are few national news stories. Wire services supplied many of the stories, and there are many identical or nearly identical articles clipped from different newspapers. Considering this duplication, the number of stories on a particular issue tends to indicate how widespread the Georgia coverage was, and not how long the story was considered newsworthy.

Scrapbooks covering the period from 1970 through May 1987 were sent to Emory prior to 1991. Most of these scrapbooks were microfilmed (35mm) by the Senate Microforms Unit. Kathy Dixson created a rough subject index to these volumes during the process of her research for the Sam Nunn exhibit in the Houston County Board of Education Building in Perry, Georgia. The press section created a subject index to the remaining volumes (June 1987 - January 1993) before sending them to Emory when Senator Nunn retired.

The clippings collected by the press section sometimes supplement (and duplicate) the clippings in the scrapbooks. At other times, clippings serve as a substitute for a scrapbook. Some clippings collected by the Senate staff were found in a filing cabinet in the archives section (perhaps being saved for a scrapbook) and in the press section. One folder of 1980-89 clippings (it is unknown which one) was compared with the scrapbook of the period and duplicates were removed. The other 1980-89 clippings were arranged by region. Most of the clippings from 1993-1995 were microfilmed and then destroyed by the Senate staff.

Clippings collected by the Special Collections staff were saved for staff reference. Many of these clippings have been photocopied and placed in the Sam Nunn archive reference file.
